The Kiowa County Free Fair is financed by taxation — no admission is charged and there is no entry fee for exhibits. Exhibitors must be a resident of, or attend school in, Kiowa County. Everything from the printed catalog is reproduced below, so you can look up a class or rule without downloading anything.

A fair favorite — the Kiwanis Turtle Races return for the kids. Food trucks will be on site throughout the fair.
How to Enter
Forms are available in advance — filling one out early saves you a wait at the registration table.
All exhibitors must complete an exhibitor form listing every entry before exhibits are brought to the registration table to obtain tags. Completed forms must be submitted to registration before entering exhibits.
Which form do I use?
- 4-H Division Exhibit Entry Form — for 4-H exhibits (sections 4300–4325). Youth must be active 4-H members, and if in the 3rd grade, be 8 years old by September 1, 2026. Use a separate form for each person.
- Open Class Exhibit Entry Form — for Open Class divisions (A through K). Limit one entry per class per person. Use a separate form for each person. 4-H members wishing to enter items into open class categories must use the Open Class form for those entries.
- Contest entry forms — the Cake ReMix and Gussied up Goose contests each use their own entry form.
A note from the Fair Board: To help make event entry as smooth as possible, exhibitor forms are now available to complete in advance. Completing and submitting your form early — listing all fair exhibits you'll be entering — allows the board to have your exhibit tags prepared and ready at registration on exhibit entry day. Forms not submitted in advance will need to be completed on arrival, which may mean longer wait times.

General Rules & Regulations
Open exhibits may have further rules listed in each section.
The Kiowa County Free Fair is conducted under the provisions of and by authority of the Free Fair Law of Oklahoma. It is the purpose of the Fair Association to make these free fairs educational institutions and to encourage cooperation among the farmers and business men of Kiowa County.
Management of the Kiowa County Free Fair is in the hands of the County Free Fair Association, composed of members selected from each commissioner's district in the county.
The Fair is financed by taxation. No admission or charge will be made and no entry fee will be charged for exhibits. Exhibitors must be a resident or attending school in Kiowa County. Expert judges have been secured in all departments.
Rule 1 — Interpretations, Amendments and Violations
- Sec. 1 The Board of Directors reserves the right to interpret these rules and regulations and arbitrarily settle all questions arising in connection with the Free Fair.
- Sec. 2 All entries must be made through the Fair Representatives at Exhibit Entry Registration. All entries close as set out in the schedule of events and must remain in place until released. Live items may be taken on Saturday. Any exhibitor violating the release time will forfeit premium and future exhibition rights.
- Sec. 3 All property located on the Kiowa County Fairgrounds shall be subject to the control of Fair management.
- Sec. 4 Separate exhibits must be provided for each entry. Individual ownership must be established if more than one entry in any class is made from the same farm or home.
- Sec. 5 The Free Fair Association will not be responsible for exhibits left in the building after the Fair is closed. Exhibitors are urged to take down their exhibits as soon as the Fair is over.
Rule 2 — Exhibitors and Privileges
- Sec. 1 All exhibits of crops must have been raised in Kiowa County by the exhibitor during the current year, and all exhibits of livestock must be owned by the exhibitor of record at the time of exhibiting.
- Sec. 2 Any member of the Fair Association shall have access to all premises and property on the Fair Grounds during the Fair.
- Sec. 3 Any exhibitor making a false statement regarding an animal or article, or attempting to interfere with the judges, shall be excluded from all competition and any award may be forfeited at the discretion of the Board.
- Sec. 4 The decision of the judges will be final and no appeal will be considered.
- Sec. 5 Management reserves the right to remove any exhibit, animal, display, sign, banner, or advertisement deemed unsuitable or objectionable, without giving reason.
- Sec. 6 No diseased animal will be permitted to be exhibited or occupy exhibition stalls. Every precaution will be used to enforce this rule, but management is not responsible for any loss or damage sustained through violation of it.
- Sec. 7 No claim of injury to any person or property shall be asserted, or suit instituted, against the Free Fair Association, its officers, agents, representatives, or servants.
- Sec. 8 No premium will be awarded on articles not mentioned in the schedule of premiums.
- Sec. 9 Exhibitors will furnish their own bedding.
- Sec. 10 Fair Management shall use rules as stated in the State Fair of Oklahoma catalog to interpret situations not specified in this catalog.
Special Rules
- Sec. 1 All exhibits must have competition to receive first prize — competition must consist of at least two entries in a class. Prizes will be paid only on items listed in the catalog.
- Sec. 2 Volunteers will be appointed for exhibit entry, whose duty is to receive and verify proper classification of exhibits, arrange the exhibits, assist judges, and turn tags for display after judging.

Open Class Exhibit — General Rules

- All entries must have been made by the exhibitor of record, within the past year (since the last fair). Items made by one family member may not be entered by another family member.
- There is a limit of one entry per exhibitor per class. If an entry fits one category, it cannot be placed in another category to double up on entries. If in doubt, see a Fair board representative.
- All exhibitors must complete an exhibitor form listing all entries prior to exhibits being brought to the registration table to obtain tags.
- No exhibits may be brought to the Division displays without being properly registered and tagged.
- Superintendents/volunteers entering their own exhibits will be checked in by a different superintendent/volunteer.
- No identifying information may be on the displayed portion of the exhibit — judging is blind. If identifying information is on display, the item will be disqualified from judging.
- If there is only one entry in a category, 2nd place premium will be given if the judge deems it worthy. No 1st place premiums will be given without competition.
- No premium will be awarded on articles not mentioned in the schedule of premiums. You will be given a "show only" tag for your exhibit — and perhaps inspire a new class.

2026 County Contest Rules
- County Champion and Reserve Champion winners (excluding bread machine classes) receive awards from the Oklahoma Wheat Commission. Premiums are not provided by the OWC; counties may offer premiums and other awards. County Champions and Reserve Champions (including bread machine classes) will be invited to the State Fair competition.
- Recipes winning first place at the 2025 State contest are ineligible for the 2026 contest.
- Each entry must be prepared and baked by the person whose name is on the entry form, with phone number and email submitted.
- The same person may not win Champion, Reserve Champion, or Bread Machine Class unless there is minimal participation. Duplicate recipes may not be entered by different family members in any class or division. A copy of the recipe is required with each entry at both State and County levels. No changes to the recipe may be made at the State level.
- Whole Wheat Bread (classes 2 & 8) — only whole wheat flour and/or whole white wheat flour. No all-purpose or bread flour. Dough enhancers, vital wheat gluten, and whole grains are permissible. This is the first year a Whole Wheat Bread Class is offered for juniors.
- Dinner Rolls (classes 3 & 9) — three (3) rolls per entry, any shape acceptable.
- Other Wheat Breads (classes 4 & 10) — yeast breads such as cheese, French, onion, sourdough, challah, focaccia, etc. No quick breads unless yeast is used as a leavening agent.
- Specialty Shape Breads (class 12) — animals, people, objects, etc. This year's cookbook has a Route 66 theme celebrating its 100th anniversary, so specialty shapes are encouraged to highlight items on the Mother Road. All garnishes must be edible. Twists and star breads belong in "Other Wheat Breads" or "Sweet Breads," not here.
- Submitted recipes must state what type of flour is used (whole wheat, bread, all-purpose, hard red or white), and whether yeast is active or instant.
- This contest is judged separately from the county fair open class division. County Champion and Reserve Champion from each division are eligible for state competition at the State Fair of Oklahoma on September 27, 2026.
- One bread machine entry from each division (classes 6 & 13), determined by the county judge, is eligible for state competition. Bread machine entries are not eligible for Grand Champion or Reserve Champion at county or state level, nor the Silver Tray Award at State. If any part of the recipe is done with a bread machine, the recipe is classified in the bread machine category.
